The U.S. Congress has reprimanded Secretary of State Antony Blinken for covertly pushing an LGBTQ+ agenda in international American diplomacy.

In a sharp letter this week, obtained by Breitbart News, Rep. Brian Mast (R-FL), a member of the Foreign Affairs Committee, accuses Blinken of attempting a "unilateral" re-interpretation of the International Covenant on Civil and Political Rights (ICCPR) to include sexual orientation and gender identity. Mast argues that this move exceeds the authority of the State Department and misrepresents the U.S. position to other countries.



Mast suggests that Blinken's actions reflect an attempt to "circumvent the Senate," describing the effort as "clear Department overreach."

Rep. Brian Mast (R-FL) asserts that this ideologically motivated step will “in no way” bind the Trump administration, emphasizing that incoming State Department appointees must “decisively and immediately reject it.” He argues that all individuals already possess equal rights under the treaty and contends that Blinken’s actions are an attack on free expression and religious freedoms, aimed at advancing a culture war agenda—an issue he believes played a role in the Democratic Party's loss in the 2024 presidential election.


Mast warns that a U.S. foreign policy that disregards American public support for a new rights claim risks undermining domestic legitimacy, referencing the State Department’s own report on the Commission on Unalienable Rights. 

The letter serves as Congress’s public objection to Blinken’s interpretation of new ICCPR obligations and opposes any attempt by the Department to extend the Bostock ruling beyond Title VII to internationally recognized human rights, as outlined in the Senate-ratified ICCPR. 

Mast concludes by formally requesting that Blinken provide by December 19, 2024, “all internal memoranda, Department communications, and documents regarding sexual orientation and gender identity as these terms refer to or relate to ICCPR obligations.”
